Vietnams Ministry of Information and Communications has instructed that 100% of all of Vietnams government agencies servers must run free software by June 30, 2009. They also mandate that IT divisions train their staff to use this software and require 50% of the drones to be able to use the technology “proficiently”.
IT divisions at government agencies comprise the IT departments of ministries and government agencies, provincial and municipal Departments of Information and Communications.
1. Total plan
This is the first step in a total plan to hurd Vietnam (pictures) into free software solutions.
Servers of ministries agencies and local state agencies are required to follow suit and 70% of their servers are required to run free software by December 31, 2009 and all staff at these agencies must be able to use open source software in their jobs by December 31, 2010.
2. Preferred technology
The Ministry of Information and Communications recommends free software including:
- The OpenOffice.org office suite
- Mozilla ThunderBird e-mail software
- Mozilla FireFox web browser
- The Vietnamese typing software Unikey.
3. No “cracked software”
Minister of Information and Communications Le Doan Hop has even requested that Computer traders do not not sell PCs installed with “cracked software”, but “open source ones”.
